Adding the Korean users are about the only thing they've done, server side recently that may coincide with the recent lag. Who knows how that, if at all effected lag times.
I get the impression there's less servers up than more, it seems whenever there's a pop spike (events, post-update curiosity), the lack of proper capacity is exposed.
GW certainly wasn't always like that, and its getting worse.
As for going down for maintenance, GW's uptime must be like 99.9%, they never take the game down and there's only been a handful of times when it was truly off-line. Impressive compared to most other MMO's...

although that's to let the players get 1hour outside of solitary confinement each week

There was a scheduled/official maintenance few months ago I don't know where did you get that 1-2 years thing
I doubt every single server is working 24/7/365. It's impossible

I'm all for anything that reduces lag. A little down time won't kill anyone. People can survive without guildwars, even if it scares them.

The lag must be getting bad, even the idiots are noticing it... just yesterday some fool in GToB was trying to convince me that GW was running on Steam servers now, and that was why it was so laggy lately...
I took (wasted my) time in trying to explain that GW is being SOLD on Steam now, but the game servers are, as always, NCsoft servers and nothing to do with Steam or anyone else...
But no, he went on ranting about how the GW server address had the same IP as his other Steam based games...
I really don't know if I should act bemused or saddened by the state of your average Guild Wars player... idiots, they're everywhere.
That being said, the lag hasn't been too bad for me these past few weeks.

Ive been playing Guild Wars for four years now and I only remember the whole game going down for maintenance MAYBE once or twice...and when it did it wasn't for very long. I really wouldn't care if they had to take the servers down, even for a day or two, if it would help the lag.
